Türkiye e-export incentives: what Amazon sellers can claim and how

Türkiye's Ministry of Trade reimburses part of the advertising, order fulfillment (such as FBA) and marketplace commission costs of companies that sell from Türkiye on foreign marketplaces, under Presidential Decree No. 5986 on E-Export Support. The rules changed again in 2026. This guide uses the current circular of 13 April 2026 and the official 2026 caps to summarize what a typical Amazon seller can apply for, and on what conditions.

Last reviewed: October 13, 2026

Which rules are in force?

E-export support is not governed by a communiqué. It rests on a Presidential Decree and a Ministry circular that sets out how the decree is applied. Before you apply, make sure you are working from the versions below; the Ministry can update the circular and its annexes during the year.

  • Caps in Turkish lira are indexed at the start of each year by the average of the previous year's consumer and domestic producer price inflation. The 2026 increase was 29.28%.
  • Applications are filed through the Ministry's Support Management System (DYS) with the general secretariat of the exporters' association you belong to.

Who is eligible?

The decree lists five types of beneficiary: companies, e-export consortia, retail e-commerce sites, marketplaces and B2B platforms. For a typical seller offering its own brand on Amazon, the relevant status is "company". The retail site and marketplace statuses are meant for large businesses headquartered in Türkiye that clear high revenue and export thresholds.

The decree defines a company by reference to Article 124 of the Turkish Commercial Code (limited companies, joint stock companies and partnerships) plus commercial or industrial cooperatives. Sole proprietorships are not included, and the payment forms only offer company, cooperative, retail e-commerce site and consortium as statuses.

  • Membership of an exporters' association is mandatory. You also need a DYS account and an up-to-date MERSIS (central trade registry) record with the correct NACE activity code.
  • Filings use a registered e-mail (KEP) address and an e-signature. The company application form asks for the KEP address, a Turkish lira IBAN, the shareholder structure and the previous year's export figures.
  • Products must qualify as Turkish: all or part of the production must take place in Türkiye (or the product must belong to a brand in the Brand or TURQUALITY® programs). If you buy rather than make the goods, you submit a supplier invoice, supply or marketing agreement or similar evidence.
  • Trademark: you need a registration in Türkiye plus a filing in at least one country that is party to the Madrid System. Brands first registered outside Türkiye are not supported (with an exception for a brand later acquired by a company based in Türkiye).
  • Listings must show the GTIN (barcode number), Türkiye as the place of production and the registered brand.
  • The reviewing body must be given remote access to the platform's reports, through an API or the reporting screens.
  • Sole traders and small artisans can only have their products covered through an e-export consortium; for handmade and personalized products the GTIN and trademark requirements may be waived.

I only have a US LLC. Can I benefit?

A US LLC is not a company under the Turkish Commercial Code, cannot have a MERSIS record and cannot join an exporters' association. On the definitions in the decree and circular, the LLC cannot be a beneficiary on its own. The Ministry has not published specific guidance on this point; our reading is based on those definitions.

The circular does leave one route open through its "organic link" rule: costs incurred by a foreign company of a beneficiary based in Türkiye can be supported if the two are organically linked. In that case the payment is calculated in proportion to the foreign shareholding.

  • Examples of an organic link: the Turkish company owns at least 51% of the LLC as a corporate shareholder; all shareholders of the Turkish company are members of the LLC; or the shareholders who own at least 51% of the Turkish company are members of the LLC.
  • As a rule the foreign company must have been formed after the Turkish company. There are exceptions, for example where a person was already a registered trader before the LLC was formed and later set up a company in Türkiye in the same line of business.
  • The LLC's formation and ownership documents must be certified by the Ministry's representative abroad (the commercial counsellor).
  • If the Amazon account and the invoices are in the LLC's name, those costs are not supported unless an organic link is in place. Talk to your exporters' association and your accountant before changing your structure; the tax consequences need a separate review.

What can a company claim? (2026)

The table below shows the items open to a seller with company status. The rates are base rates; for some items, target countries add up to 20 percentage points. Whatever the item, the payment can never exceed 75% of the eligible cost.

  • Market entry reports, general e-export promotion (social media, influencers, search ads) and marketplace integration support are not open to company status. They require consortium, retail e-commerce site, marketplace or B2B platform status.
  • For advertising, fulfillment and commission support, the decree bases the rate on the share of Turkish products in your sales, so sales of non-Turkish goods can reduce what you receive.
  • The overseas warehouse rent support was removed from this decree on 17 January 2026. Applications already pre-approved continue under the old rules until their term ends; for warehouses, the Ministry now points to the unit rent support under Decree No. 5973 on Export Support.
  • The cap table gives a single figure for companies, but the decree also allows companies to be tiered by export volume. Confirm the cap that applies to you with your exporters' association.

Amazon ads: the ACoS and ROAS test

Digital marketplace advertising support covers pay-per-click ads bought from the marketplace, pay-per-order promotions, display ads and product review services. Commissions, membership fees and taxes are excluded.

The circular uses two ratios. The first is ad spend divided by ad-attributed sales, which may not exceed 20%; the second is its inverse, which must be at least 5. In Amazon terms, that means an ACoS of no more than 20% and a ROAS of at least 5: spend above 20% of the sales your ads generated is not counted.

  • Pre-approval is granted per marketplace. Pre-approval for a marketplace based in the EU applies across all EU countries; other markets such as the US and the UK need separate applications.
  • A payment claim requires the marketplace report for the period with a spreadsheet built on it (marketplace ID, GTIN, ad spend, ad-attributed sales and the ratio), the invoice or statement, proof of payment (bank receipt, card statement and similar) and your marketplace agreement.

Is Amazon covered? Target countries

For advertising and commission support, the decree has no closed list of marketplaces. It applies a definition instead: a marketplace based abroad or operating in more than three foreign countries. Amazon meets it. For fulfillment support, the Ministry keeps a separate list of marketplaces that provide fulfillment services, and it includes Amazon USA, Amazon UK, Amazon Germany, Amazon Canada, Amazon Japan, Amazon UAE and many other Amazon stores.

  • The target country list in the circular annexes (24 April 2026) has 35 countries. Higher numbers have appeared in the press; rely on the current annex on the Ministry's website when you apply.

How to apply

  • 1. Join the relevant exporters' association, register on DYS, obtain a KEP address and an e-signature, and update your MERSIS record.
  • 2. Submit the company application form to the reviewing body (your association's general secretariat) before your first support application or together with your first pre-approval request.
  • 3. Obtain a separate pre-approval for each support item. The support term and the annual cap start on the first day of the month after pre-approval; spending before that date is not supported.
  • 4. Entitlements are calculated monthly and expense documents are filed quarterly. The payment claim must be filed within 6 months of the date of the payment document.
  • 5. Documents issued abroad that cannot be verified online need certification by the commercial counsellor; documents you can check in the marketplace dashboard do not. Documents in languages other than English need a sworn translation.
  • 6. File the annual e-export evaluation statement by the first business day of April. It includes a declaration that foreign sales proceeds were brought back to Türkiye. If it is missing, pending applications are put on hold.
  • 7. Keep all records for at least 10 years.

Points to watch

  • The company incurring the cost and the party issuing the invoice must not be related parties.
  • Claiming support for the same cost under another program is treated as a misleading declaration.
  • If misleading information or documents are found, the application is rejected and no new applications are accepted for 6 months. Support paid without entitlement is recovered under Law No. 6183, with a 1-year ban on applications.
  • Changes in the shareholder structure must be updated on DYS within 1 month.
  • The decision rests with the Ministry and the reviewing body; meeting the conditions does not mean an application will be approved.

When to get professional advice

Which status you apply under, how to set up an organic link with your US LLC and which Amazon fees count all depend on your company structure. Before restructuring, speak to the support desk of your exporters' association and to your accountant. We help on the store management and ad reporting side; the support application itself is assessed by the association and the Ministry.

Frequently asked questions

Can I apply as a sole proprietor?

Not directly. The decree's definition of a company is limited to companies under the Turkish Commercial Code, such as limited and joint stock companies, and to cooperatives. Sole traders can only have their products covered through an e-export consortium; to apply directly you would need to form a company.

I only have a US LLC. Will my Amazon ad spend be supported?

The LLC cannot be a beneficiary on its own. If you also have a company in Türkiye and the two have an organic link as defined in the circular (for example, at least 51% ownership), the LLC's costs may be assessed in proportion to the foreign shareholding. Confirm how this is applied with your exporters' association.

Is all of my Amazon ad spend covered?

No. Only spend after pre-approval, and only up to 20% of ad-attributed sales, is supported, at a base rate of 50% (up to 70% in target countries such as the US). The 2026 company cap for this item is TRY 36,993,646, and support can never exceed 75% of the cost.
